This essay provides readers with a critical analysis of the ethnographic sciences and the psychological warfare used by the British and Kenyan colonial regimes during the suppression of the Mau Mau rebellion. In recent years, several survivors of several detention camps set up for Mau Mau suspects during the 1950s have brought cases in British courts, seeking apologies and funds to help those who argue about systematic abuse during the times of “emergency.” The author illustrates that the difficulties confronting Ndiku (...) Mutua and other claimants stem from the historical and contemporary resonance of characterizations of the Mau Mau as devilish figures with deranged minds. The author also argues that while many journalists today have commented on the recovery of “lost” colonial archives and the denials of former colonial administrators, what gets forgotten are the polysemic ways that Carothers, Leakey, and other social agents co-produced all of these pejorative characterizations. Kenyan settlers, administrators, novelists, filmmakers and journalists have helped circulate the commentaries on the “Mau Mau” mind that continue to influence contemporary debates about past injustices. This essay examines the interrelationship between legal, medical, and public knowledge in the case of Mary Mallon. The author argues that although Mallon was never convicted of any crime, she was under the constant surveillance of medical authorities because of her characterization as a recalcitrant typhoid carrier. Mallon's physical body became a contested site of controversy as various medical and legal communities fought for the legitimization of their own bodies of knowledge. Most philosophers agree that causal knowledge is essential to decision-making: agents should choose from the available options those that probably cause the outcomes that they want. This book argues against this theory and in favour of evidential or Bayesian decision theory, which emphasises the symptomatic value of options over their causal role. It examines a variety of settings, including economic theory, quantum mechanics and philosophical thought-experiments, where causal knowledge seems to make a practical difference. The arguments make novel use of (...) machinery from other areas of philosophical inquiry, including first-person epistemology and the free will debate. Evidential Decision Theory is a radical theory of rational decision-making. It recommends that instead of thinking about what your decisions *cause*, you should think about what they *reveal*. This Element explains in simple terms why thinking in this way makes a big difference, and argues that doing so makes for *better* decisions. An appendix gives an intuitive explanation of the measure-theoretic foundations of Evidential Decision Theory.

Opponents of Causal Decision Theory (CDT) sometimes claim (i) that it gives the wrong advice in Egan-style cases, where the CDT-endorsed act brings news that it causes a bad outcome; (ii) that CDT gives the right advice in Newcomb cases, where it is known in advance that the CDT-act causes you to be richer than the alternative. This paper argues that (i) and (ii) cannot both be true if rational preference over acts is transitive.

The paper describes the design of an intelligent tutoring system for teaching Introduction to Computer Science-a compulsory curriculum in Al-Azhar University of Gaza to students who attend the university. The basic idea of this system is a systematic introduction into computer science. The system presents topics with examples. The system is dynamically checks student's individual progress. The paper argues against Bob Hale's (1999) argument that enquirers must regard some truths as necessary truths. Hale's argument against Quinean skepticism. like many similar arguments due to McFetridge, Wright and others, involves a quantifier shift fallacy.

The best justification of time-discounting is roughly that it is rational to care less about your more distant future because there is less of you around to have it. I argue that the standard version of this argument, which treats both psychological continuity and psychological connectedness as reasons to care about your future, can only rationalize an irrational—because exploitable—form of future discounting.

This article offers the concept of `global modernity' (in the singular) as a way to understand the contemporary world. It suggests that the concept helps overcome the teleology implicit in a term such as globalization, while it also recognizes global difference and conflict, which are as much characteristics of the contemporary world as tendencies toward unity and homogenization. These differences, and the appearance of `alternative' or `multiple' modernities, it suggests, are expressions, and articulations, of the contradictions of modernity which are (...) now universalized across, as well as within, societies. If we are to speak of alternative or multiple modernities, which presently valorize the persistence of traditions and `civilizational' legacies, we need to recognize that the very language of alternatives and multiplicity is enabled historically by the presupposition of a common modernity shaped by a globalizing capitalism. In recent years, many Small Island Developing State governments have worked to increase openness and transparency of their transactions as a means to enhance efficiency and reduce corruption in their economies. In order to achieve a cost-effective and efficient strategy to implement a transparent government, Information Communication Technologies offer an opportunity of virtualization by deploying e-government services to promote transparency, accountability and consistency in the public sector and to minimize corruption. This paper explores the potential impact of government virtualization by (...) SIDS and against corruption by comparing the corruption perception index rates of 15 SIDS countries. The CPI relates to the degree by which corruption is perceived to exist among public officials and politicians by business people and country analysts. In order to reveal the long-term impact of virtual deployment and its consequences on corruption, an in-depth case analysis based on the CPI index rates was conducted on the deployment of the e-government system in Cyprus. It is intuitively attractive to think that it makes a difference in Newcomb’s problem whether or not the predictor is infallible, in the sense of being certainly actually correct. This paper argues that that view is irrational and manifests a well-documented cognitive illusion.

Probably many people have cyclic preferences: they prefer A to B, B to C and C to A for some objects of choice A, B and C. Recent work has resurrected the objection to cyclic preference that agents possessing them are open to exploitation by means of ‘money pumps’. The paper briefly reviews this work and proposes a general approach to problems of sequential choice that makes cyclic preference immune to exploitation by means of these new mechanisms.

Stark variations exist in U.S. immigration enforcement. These variations have persisted even during the COVID-19 pandemic, when special measures that should have constrained variations were in place. This Article argues that variations in discretionary enforcement decisions based on resistance to national policies, bias, illegal tactics, or arbitrariness are unjust and should be curtailed. The Article first distinguishes between transparent sources of variation in immigration law and variations that stem from non-transparent, discretionary determinations. Within the category of discretionary determinations, the Article (...) argues that there are just and unjust variations. It contends that unjust variations raise serious constitutional concerns, weaken preemption doctrine, and require us to reconceptualize the immigration federalism debate to account for cooperative and uncooperative behavior within the federal government itself. A passive brain–computer interface based upon functional near-infrared spectroscopy brain signals is used for earlier detection of human drowsiness during driving tasks. This BCI modality acquired hemodynamic signals of 13 healthy subjects from the right dorsolateral prefrontal cortex of the brain. Drowsiness activity is recorded using a continuous-wave fNIRS system and eight channels over the right DPFC. During the experiment, sleep-deprived subjects drove a vehicle in a driving simulator while their cerebral oxygen regulation state was continuously measured. Vector phase analysis (...) was used as a classifier to detect drowsiness state along with sleep stage-based threshold criteria. Extensive training and testing with various feature sets and classifiers are done to justify the adaptation of threshold criteria for any subject without requiring recalibration. Three statistical features along with six VPA features were used. The average accuracies for the five classifiers are 90.9% for discriminant analysis, 92.5% for support vector machines, 92.3% for nearest neighbors, 92.4% for both decision trees, and ensembles over all subjects’ data. Trajectory slopes of CORE vector magnitude and angle: m and m are the best-performing features, along with ensemble classifier with the highest accuracy of 95.3% and minimum computation time of 40 ms. The statistical significance of the results is validated with a p-value of less than 0.05. The proposed passive BCI scheme demonstrates a promising technique for online drowsiness detection using VPA along with sleep stage classification. (shrink)

On December 7,1999, a divided Oklahoma Supreme Court held in Nealis v. Baird that a claim may be brought under Oklahoma's wrongful death statute on behalf of a nonviable fetus born alive. The decision represents a departure from the traditional notion that “viability”—the ability of a fetus to sustain life outside the womb with or without medical assistance—is the standard for wrongful death recovery. In replacing the “viability” standard with a “live birth” standard, the majority maintained that live birth is (...) the “unassailable point at which legal rights must be said to attach to the human person. “ By holding a nonviable fetus a legal “person” for the purpose of a wrongful death claim, the court's decision emphasizes the limited application of the United States Supreme Court's holding in Roe v. The paper discusses Ian Wells’s recent argument that there is a decision problem in which followers of Evidential Decision Theory end up poorer than followers of Causal Decision Theory despite having the same opportunities for money. It defends Evidential Decision Theory against Wells’s argument, on the following grounds. Wells's has not presented a decision problem in which his main claim is true. Four possible decision problems can be generated from his central example, in each of which followers of Evidential Decision (...) Theory do at least as well as followers of Causal Decision Theory. Evolutionary game theory is ethically neutral: its assumption of ‘rationality’ has nothing to do with selfishness but is in fact entirely compatible with altruism. If altruism has an evolutionary explanation then this fact is of no theological relevance: in particular it is not any sort of evidence of a divine plan etc.

A choice function C is rational iff: if it allows a path through a sequence of decisions with a particular outcome, then that outcome is amongst the ones that C would have chosen from amongst all the possible outcomes of the sequence. This implies, and it is the strongest definition that implies, that anyone who is irrational could be talked out of their own preferences. Sophisticated ‘tickle’-style defences of Evidential Decision Theory take your motivational state to screen off your act from any state that is causally independent of it, thus ensuring that EDT and CDT converge. That leads to unacceptable instability in cases in which the correct action is obvious. We need a more liberal conception of what the agent controls. It follows that an ordinary deliberator should sometimes consider the past and not only the future to be subject to her present choice.
